The Chinese president, Xi Jinping, has congratulated Joe Biden on winning the US election, leaving just a handful of world leaders, including Russia’s Vladimir Putin, who have not recognised Biden’s win.

Chinese state media said that in a phone call Xi told Biden he hoped the two countries would “uphold the spirit of non-conflict, non-confrontation, mutual respect and win-win cooperation, [to] focus on cooperation, manage differences, advance the healthy and stable development of China-US ties, and join hands with other countries and the international community to promote the noble cause of world peace and development”.

Several world leaders, including those of Germany and Britain, congratulated Biden soon after he was deemed to have won on 8 November, but China appeared to have waited until the US General Services Administration made its declaration and Trump had ordered his team to cooperate with the transition process.

China’s vice-president, Wang Qishan, congratulated Biden’s running mate, Kamala Harris, Xinhua said, without providing details.

The US-China relationship Biden has inherited is markedly different from when he was vice-president to Barack Obama and met Xi on several occasions. Under the leadership of Trump and Xi the relationship deteriorated to its lowest point in decades, with analysts warning there was little chance of it returning to Obama-era levels of engagement.

In the past four years the US and China have feuded over trade, visas for journalists and diplomats, the coronavirus, human rights abuses in Xinjiang, the crackdown in Hong Kong, and the US’s growing friendship with Taiwan. Trump has overseen diplomatic, trade and economic sanctions on Chinese officials, which he has continued to expand since the election with the presidential powers he retains until Biden is inaugurated. While Biden has pledged to maintain a tough line on China, the tone of the relationship is expected to change.

Jia Qingguo, professor at Peking University School of International Studies, said the delay in congratulations was to wait for the legal challenges.

“China does not want to express its attitude too early before the end of the US election, which is a kind of courtesy.”

Jia said Biden and Xi’s history will help repair the relationship. “Although there won’t be big changes in the short term, in the long term the China-US relationship will be more stable, and there would be more room for cooperation.”

For days, President Donald Trump has been blasting his email list with urgent pleas for contributions to fund litigation challenging the results of last week’s election. The consensus among elections experts is that these lawsuits have no chance of changing the outcome of the election, which former Vice President Joe Biden clearly won. But that’s not stopping Trump. He’s not only damaging American’s faith in our elections, he’s also misleading his donors and will probably profit off the endeavor. 

The fine print on Trump’s fundraising solicitations makes his intentions clear. The funds are going to a new Trump “leadership PAC” called Save America (60%) and the Republican National Committee campaign account (40%) — with funds only going to Trump and RNC legal expense accounts if a particular donor has already given the maximum allowable amounts to Save America ($5,000) and the RNC campaign account ($35,500). This looks like a good old-fashioned bait and switch. Leadership PACs like Save America are notorious slush funds, raising money under higher limits than candidate committees and subject to fewer restrictions on how the money is spent.

Lawyers working on the Trump campaign have said Rudy Giuliani seemed “deranged’ and ill-prepared to lead the legal effort to overturn the election result, reported The Washington Post Sunday. 

In a deep-dive into the Trump campaign’s unprecedented attempt to overturn the election result, the Post reports that a rift developed in the campaign’s legal team earlier in November. 

A turning point was reportedly a November 13 defeat in the 3rd District US Court of Appeals in Pennsylvania, where a judge threw out the Trump’s campaign’s bid to invalidate thousands of mail-in ballots received after Election Day. 

After the result some of the campaign’s key attorneys began to drift away from the effort to overturn the result, believing it signaled the end of the campaign’s bid to credibly challenge vote counts. But Giuliani, the president’s personal attorney, battled on. 

Giuliani’s efforts to overturn the election result have at times been farcical, with the former New York City mayor holding a press conference at a suburban garden center in an apparent mix-up in booking venues. At a media briefing on November 19, black liquid could be seen trickling down Giuliani’s face, and fellow campaign attorney Sidney Powell alleged a vast conspiracy to overturn the election involving Venezuelan communists and Democrats. 

Neither she nor Giuliani have provided compelling evidence to substantiate the claim, and the campaign has parted ways with Powell. 

According to the Post, some of the campaign and GOP attorneys involved in the election challenge began to distance themselves from Giuliani earlier in November and sought to avoid meetings with Giuliani and his team. When Giuliani and Powell were asked by other campaign officials for evidence to substantiate their fraud claims, they were unable to produce it. 

Some attorneys described Giuliani as seeming “deranged” in comments to the Post. 

Giuliani clashed with other Trump campaign attorneys, according to the report, and continued to tell the president he had a serious chance of winning his lawsuits, while other officials offered more realistic assessments. Trump after November 13 handed Giuliani and his team control of the legal effort. 

One senior administration official was scathing about Giuliani’s strategy. “Just roll everybody up who is willing to do it into a clown car, and when it’s time for a press conference, roll them out,” is how the official characterized it to the Post. 

The Trump campaign did not immediately respond to a request for comment.

Giuliani’s conspiracy theories have reportedly proved too much even for Trump, according to reports, and though he continues to claim the election was stolen from him he has approved vital funds be released for Biden’s transition.

Incoming Rep. Cori Bush says Republicans mistook her for Breonna Taylor

Representative-elect Cori Bush, a Missouri Democrat, said Friday that several of her Republican colleagues mistakenly called her Breonna Taylor due to a face mask she was wearing during the new House members orientation.

Bush said some of those Republican colleagues appeared to be unfamiliar with Taylor, whose killing by police during a botched drug raid in Kentucky sparked massive protests across the country this past summer.

“It’s Day One, so I’m wearing my ‘Breonna Taylor’ mask. A few of my Republican colleagues have called me Breonna, assuming that’s my name. It hurts. But I’m glad they’ll come to know her name & story because of my presence here. Breonna must be central to our work in Congress,” Bush said in a tweet.

It also reflects a troubling trend seen in media reports and academic studies about people of color who are often misidentified in predominantly white workspaces. Sen. David Perdue created a controversy in October when he deliberately mispronounced the name of Vice President-elect Kamala Harris during a Trump rally in Georgia.

Bush, who was also at one point homeless, ousted longtime Rep. William Lacy Clay in the Democratic primary this past August, ending an over half-century political dynasty. She cruised to election victory on Nov. 3, becoming the first Black Congresswoman in the history of Missouri.

A senior Biden transition official confirms the president-elect plans to bring back the daily press briefing.

The news was first reported by Politico. As NBC news reported earlier this week Kate Bedingfield and Symone Sanders are among those being considered for key jobs inside the communications team — possible roles floated for them are press secretary and communications director.

Nevada Gov. Steve Sisolak announces he has tested positive for Covid-19

Nevada Gov. Steve Sisolak, a Democrat, announced in a statement on Twitter on Friday that he has tested positive for Covid-19. 

“As part of a regular testing protocol, I underwent routine COVID-19 testing on Friday, November 13 in Carson City. A rapid test provided a positive result. I also received a diagnostic PCR test and those results are pending at this time,” he said. 

Sisolak said he shared the results publicly to be transparent with residents in the state and said that he will be following local health and CDC guidelines, which recommends self-isolation and monitoring of symptoms. 

Sisolak, 66, said in the statement that he felt fatigued, which he initially attributed to a demanding work schedule. He said he did not experience any Covid-19 symptoms, has canceled all public events and will work with public health officials to do contact tracing while he works remotely.

Poll(s) of the week

President Trump’s refusal to accept the outcome of the election has sown distrust in the election, especially among Republicans.

According to a new Monmouth University poll, about three in four Republicans now doubt the fairness of the 2020 presidential election, even though there is no evidence that the electoral process was compromised in a way that could affect the outcome. And as you can see in the chart below, distrust among Republicans has skyrocketed since Election Day.

Monmouth isn’t the only pollster to find very high levels of distrust among Republicans, either. A YouGov/Economist poll this week found that 73 percent of Republicans had little or no confidence that the election was conducted fairly and a Morning Consult/Politico poll found that 67 percent of Republicans thought that the 2020 election was either “probably” or “definitely” not free and fair.

It’s important to stress that all three pollsters did find that a majority of Americans accepted the results — roughly 6 in 10 — but what is worrisome is that only about 4 in 10 said they were very confident that the election was conducted fairly and accurately.

This is troubling, because as my colleague Perry Bacon, Jr. wrote earlier this week on Trump’s refusal to concede, there are now very real questions about American democracy and whether it will remain intact.

This, of course, isn’t the first time Trump has tried to sow doubt in the democratic process. Before and after the 2016 election, Trump falsely claimed that millions of undocumented immigrants were going to vote in the election, or that “people that have died 10 years ago are still voting,” even though there was never any evidence that these claims were true. And, as was the case ahead of the 2016 election, Republicans once again were more likely than Democrats to believe these fraudulent claims as they went to the polls.

The key difference between now and 2016, though, is that after the election, a majority of Republicans are still unwilling to accept the result. That wasn’t true of Democrats in 2016.

Lest we think that Republicans are the only ones susceptible to having their view of the electoral process colored by the outcome, polling shows that some Democrats did lose confidence in the election after Trump won in 2016. Nevertheless, a majority of Democrats (as well as Republicans and independents) believed that votes were counted accurately after the election was over. So the finding in this latest round of polls, that roughly three in four Republicans don’t have faith in the electoral process, is a big departure from what public opinion polls found after the last election.

It’s hard to know what this means for American democracy…

Officials with the Marin County Elections Department on Thursday moved to certify the final results of the Nov. 3 election — an election department officials called one of the most challenging in recent history.

Despite the threat of COVID-19 and Public Safety Power Shutoffs, election officials reported 90 percent voter turnout, the second highest voter turnout in the county’s documented history, coming in second to the 2008 general election that had 91 percent voter turnout.

“This one will definitely live in our collective memory for a very long time,” Registrar of Voters Lynda Roberts said in a statement.


According to Roberts, of the 158,736 voters countywide, 92 percent voted by mail, while 8 percent voted at polling places and 0.4 percent submitted provisional votes.

Also, voters between the ages of 18 and 24 made up the majority of voters who registered to vote and voted within 14 days of the election, according to the final election results.

A canvass, of final tally of the results, will be presented to the Marin County Board of Supervisors for approval on Dec. 15, elections department officials said.

Though Justice Department officials have for weeks said that there was not evidence to substantiate the claims of Trump and his allies, Barr’s publicly breaking with the president is particularly significant.

Before the election, Barr had warned repeatedly and forcefully about possible fraud that might come with mass mail-in voting, echoing the president’s attacks on the practice. Afterward, he reversed long-standing Justice Department policy and authorized prosecutors to take overt steps to pursue allegations of “vote tabulation irregularities” in certain cases before results are certified — drawing criticism that he was trying to magnify Trump’s claims of widespread voter fraud.

Republicans increased pressure Sunday on the Board of State Canvassers to delay certification of Michigan’s vote, a legally questionable strategy that some believe will trigger an instant court fight.

Republican U.S. Senate candidate John James on Sunday tweeted a video message calling on canvassers to delay by as much as two weeks for an audit of results. And Republican state Senate Majority Leader Mike Shirkey, fresh from a Friday trip to the White House, suggested the board may take the “full time allowed” and Democrats pushed for a Monday vote.

The board of canvassers, made up of two Republicans and two Democrats, is to meet at 1 p.m. Monday, with many eyes of the nation upon them, to determine the winners of the Nov. 3 elections in Michigan. Although their decision carries much weight, they have few options but to certify, election law experts suggest.

Georgia Gov. Brian Kemp certified the state’s presidential election results Friday in favor of President-elect Joe Biden — but called for another audit of the votes.

Kemp told the Atlanta Journal-Constitution it was “completely unacceptable” that stashes of thousands of uncounted ballots were found in several counties during the manual hand recount after the initial results.

After the hand recount, President Trump gained 888 votes, shrinking Biden’s lead slightly to 12,670 votes.

Kemp, who has faced ire from Trump and other Republicans over the process and his decision to certify the results, said he understood Trump’s frustration.

GEORGIA CERTIFIES JOE BIDEN VICTORY IN 2020 PRESIDENTIAL ELECTION 

“He’s a fighter,” Kemp said. “But at the end of the day, I’ve got to follow the laws of the constitution of this state and that’s exactly what I’m doing.”

The governor told the Journal-Constitution he’s legally bound by state law to certify the results given by Secretary of State Brad Raffensperger following the recount.

Now that the results are certified, the Trump 2020 Campaign will have until Tuesday to request another recount, he said, because the vote is within a half-percent. The recount would be paid for by the state. 

“I would just say I’m formalizing the certification, he said. “Now that Secretary Raffensperger certified, it triggers the ability of the Trump campaign to ask for the recount. If something were to happen, I’m still part of that process. So my take on all this is: I’m following the law and the rules.”

GEORGIA’S FLOYD COUNTY FIRES ELECTION DIRECTOR AFTER FINDING UNCOUNTED BALLOTS 

Kemp said he’s also been frustrated by the problems during the process.

“But because I’ve been part of the process, I’ve had to be more guarded,” he told the newspaper. “I’m having to make sure I’m staying on firm legal footing for the official duties of the governor.”

Kemp also asked Raffensperger to do a sample audit to compare voters’ signatures on mail-in ballots but the secretary of state has said that’s impossible at this point because the ballots are separated from the outer security envelope during the counting process, according to CBS News.

Both officials have suggested adding a voter ID requirement for mail-in ballots in the future.

“I’d be open to working with both bodies in the House and Senate, and the lieutenant governor and the speaker, as well on that,” Kemp told the Journal-Constitution. “Georgians deserve a process where the integrity of the vote is not a question – and certainly it is on a lot of people’s minds. That’s part of the issue of what’s going on right now.”

Asked about what he’d tell Trump supporters frustrated with his actions, he said, “First of all, I’d tell them I am following the law. That’s what I told them I’d do when I took my oath. I’m frustrated with the outcome, but we’ve got to focus on the firewall in the U.S. Senate and voting Sens. David Perdue and Kelly Loeffler back to Washington to stop the drastic measures Democrats have embraced over the years.”
