Mohammad Hassan Akhund was the vice president of the council of ministers back in 2001 before the US invasion of Afghanistan. US Cables back from those days refer to him as one of the most ineffective and unreasonable Taliban leaders who is extremely committed to the movement and has pushed purges of non-Taliban elements outside the country. In February 2001,

With regards to his work culture, Hassan Akhund is referred to as “ineffective, subject to mood swings, and difficult to work with” in the US Cables. He is also part of the UNSC designated list of terrorists for sanctions. Before being a vice president of the council of ministers, Hassan Akhund was the governor of Kandahar and a political adviser to the late Mullah Omar. He is part of the Kakar tribe and is around 63 years old. He was born in the Pashmul village, part of the Panjwai district, Kandahar Province.
