Republican congressional leaders were largely silent Saturday after the Associated Press declared Democrat Joe Biden had enough electoral votes to become president, and in the void GOP lawmakers sent diverging messages about whether they were ready to call Mr. Biden the president-elect.

President Trump made clear he wasn’t ready to concede the election, but there was little signal from the White House or campaign about what their next steps would be.

The White House, where chief of staff Mark Meadows is out with a coronavirus infection, was mostly empty on Saturday, officials said. A skeleton crew at campaign headquarters continued making plans for potential legal challenges and for phone banks where supporters could report voter fraud, campaign aides said.

There was little communication between senior staff of the White House and the campaign on Saturday, senior aides said. Some advisers said they were looking to first lady Melania Trump and the president’s daughter, Ivanka Trump, to focus Mr. Trump for the final 10 weeks of his term, a period that would include preparing the administration for the transition to Mr. Biden.

Top Senate and House GOP leaders neither publicly backed Mr. Trump’s continued protests—nor signaled publicly that they would urge him to end the fight. House Minority Whip Steve Scalise (R., La.) was the first congressional GOP leader to comment Saturday, saying that the election wasn’t yet over until all legal challenges had been resolved.

“The election isn’t over until all legal votes are counted and certified,” Mr. Scalise said on Twitter Saturday afternoon. “There are still serious legal challenges that have been made, and until that process is resolved, the election is not final. The American people deserve a fair and transparent process.”

Prominent conservative senators echoed the same message, criticizing the media for saying Mr. Biden had won the race.
